Anyone understand the new bird nesting proposal?

I was reading the new proposal on odfw website and was woundering if anyone could give me some help understanding it? Is it good for us hound guys or not?

I just heard from Jerry Ray and apparently the commission accepted the report from the group involved in putting the proposed dog/raptor training regulations together. In other words as of July 1st the nest bird rule is gone. I believe each city & county can still make up its own rules on dogs off leash; and to my understanding when you are out with your dogs you'll have to be hunting, so carry a firearm.
The new rules apply mainly to bird dog training.
