I have packed my share of deer and elk out of the back country.
Packed on horses and mules. Please do not try this without getting some hands on training.
You will surely want to see what reaction your horse has to the smell of blood.
Get yourself a good book and a teacher to show you how to do it.
Get some pack bags that fit over the saddle, so you can just drop the quarters into it.
Leave the hide on, this will be fine if you are only going for a few hours.

You can blind fold the horse or mule if you are not sure he will kick you while trying to load him.

Just leave him tied up for a while after being loaded. You can see if he acts up.
But you should no his reaction already. If he shows any fear of blood on home. Best pack it out on your back.
Just make sure when you quarter the cow elk, you must split the back bone, these quarters must be very close to the same weight.

Otherwise you are just begging for a turned saddle and a bigger wreak.
No horse, no elk meat, just lost animals. Maybe worse, you hurt in the back country with no help.
