The bureau of land management is a little different that the animal rights domestic terrorist groups. Unlike animal rights shelters that will not let you adopt a hunting dog for hunting, the BLM encourages you to ride your newly adopted horse. They even see it as a wast of a fine animal if you dont joy ride your new horse. Unlike animal rights groups they also do not require any schooling or certification to qualify for the adoption. Everyone knows all you need is level head to ride a horse, or hunt a dog.

Suppose you need to define "ride a horse" or "hunt a dog". Wile most can sit on a horse or take a dog to the woods this does not mean they can get the most out of either like a fast car not just anyone can make said car a 10 second vehicle. And even if one was given a 10 second car it does not mean they can make it Down The strip in said time alot may come down to the handler/driver but does this info change the outcome? This driver has a car that is capable but the driver is not there for the car will never make that 10 second quarter so is it really that fast? Is a level head really all that is needed? Gues it depends on the circumstances as they tend to change the outcome...

I'll be glad to hear when they start gathering all the feral horses on western rangelands and haul them to the packinghouse. We need to get the damn things off the range.
