the permit for a spotlighting is free, and either way I don't think you need it unless your shooting something. shouldn't need a permit to use a flashlight.

There is a section on the website that talks about what you can do with the dogs in the summer but with the new website I cant find it. Hopefully your DOW guy can set us all straight on what legal and whats not

OK I found it but it doesn't say anything about light permit but I stand by you don't need it if your not shooting.

ARTICLE III - TRAINING OF HUNTING DOGS FOR HUNTING
#805 - TRAINING ON WILDLIFE
A. Individuals may train hunting dogs on wild game birds from the August 1st through April 15.
B. Only firearms shooting blank cartridges or shells shall be used while training hunting dogs on wild game when a hunting season is not in progress for such wildlife.
C. The training of dogs on coyotes is permitted except from April 16 through July 15 of each calendar year.
D. The training of dogs on raccoons is permitted except from May 1 through June 30 of each calendar year.

Here is the website with the entire list of training dog regulations, most of it is about bird dogs though

I also think you should talk to your warden friends about this guy and let them know what he has been telling you.
