problem area on tail

my hound has a bump about half the size of a golf ball if not a little bigger. Its about mid tail. I popped it with a scalpal and some clear fluid came out with a little force. Its a week later and the same bump is back any ideas

More then likely there is still some type of foreign object in the tail.
