1) worms making little dog perpetually hungry
2) you aren't feeding the growing pup enough
3) you are feeding the big dog higher protein feed than it needs (they need less protein if you're not hunting hard) and some of it is passing through
4)you are keeping them together in a small pen and the little dog is bored
5) you aren't cleaning often enough
6) the little dog is female (mothers clean up after young pups and sometimes the pups learn the behavior from mom)
7) the dog was kept confined in a small cage, dog box, or shelter for a prolonged period. Dogs don't like to live in their own poop, so will clean up by eating it.

the problem is common enough so there is a scientific name for it: coprophagy

it is disgusting to humans but not particularly harmful as long as neither has worms

there is a product called Forbid you can put in their feed which discourages the behavior because it tastes bad (as if it didn't taste bad to begin with!)

Usually, lowering the protein content of the feed will help. Also, dogs are more inclined to do this in freezing weather than in warmer weather when it smells worse.
