That is kind of the same thing I have been wondering for 30 years. Some regions have them. Some places you might as well be a prohibition agent looking for a moon shine still though. They will be right under your nose. No body knows anything. Then if you dig enough to find a line of dogs, they have to kill you for knowing too much. but really, many will not sell a puppy.
