It applies to wildlife service trappers in NM. It doesn't apply to the landowner protect his livestock but it does with wildlife service.

It might not be the same in other states but i would think there would have to have some kind of blanket permit to work under. Since bear and lion are protected species in all western states the only way to make them protected is through law. Since it is in law there has to be some form of permit or authorization issued to take them out of the regular seasons.
