I feel for ya'll steve...
Montana did the same thing in '09 for our first hunt.... they tip toed and whatnot... super low harvest numbers... and then closed our season early...not meeting the quota...
I really could care less about last year/this year/next year...
I want to know whats going to be done in 3 or 4 years when the wolves are still overpopulated and they are smarter and harder to hunt... and we have tried everything but it still isnt managing the population... what then???
