Flaky L.A. pet neutering law passes

The City of Angels has passed this absurd mandatory spay/neuter law:

If this held everywhere, the breeding stock would be so limited that inbreeding would take over in no time. If it could happen there, it will be happening in NYC and Ithaca soon. Watch out!
