training on bobcat after season

In MN where I'm located there is very little attention and info on cat season for hound hunting as far as the dnr goes. I'm still young and have only been running cats a few years thanKS to meeting some very good houndsmen. The problem is that the season is short and a guy just wants to keep his dogs doing what they love. With that being said, why are some states like Michigan allowing after season training and states like mine not being too up on the hounding aspect and realizing we aren't out there to "mess" the breeding season up and what not? I wish we could inform them more and push for after season training to allow the dogs to do what they do. I have contacted several offices on this and 5 out of 6 didn't have an answer when I first started on if there was a training season
