yes its wrong! Even if you buy lifetime license its only good for the license! so if you move out of state you get your license but your tags are still non resident tags prices! which in the case of hounds you get your license but still have to put in the drawn as a non resident! Lifetime license is just that, only the license! yak you probably can for unit 10 12 and 15? which non residents can buy over the counter!

The Middlefork of the Salmon is the only area guranteed for non-resident permit sand it only has roads to it and plenty of wolves. Unit 10, 12, and 15 are all Statewide permits only. I believe unit 10 and 12 had special permits but they went away a few years back.

Yak is right. The lifetime license guarantees you the RIGHTS OF A RESIDENT for life no matter where you are. That means you can buy a hound permit. You have to go to the F@G office to buy it. They then have to call Boise to authorize it but it only takes about 15 min. If you move there just to get that and then move away I would say that could be fraud so be careful. If I were you I would just move to Idaho. Hunting for everything in Idaho is better IMO. My job is in Washington and that's where I live and I can still hunt Idaho, but the day I can afford to move back that's where I'll be.

If you have a primary residence, an Idaho DL and a utility bill from that residence, for 6 months you are a resident. There is no fraud, you meet the criteria.

and if you move out of state, they will still give you your lifetime license but tags and permits will be at non resident prices and quotas! many of calls to fish and game ten years ago when the lifetime license came out i learned that! Or else i would of moved over for a year buy the lifetime license and then move back, I also found out if you are a resident and buy the lifetime license you are guarateed to get that license for life but just the license, so they are subject to tags and permit price raises, or eliminatation of seasons!

The quota does not apply to the lifetime license holders. In two months I will buy my new HOUND PERMIT, BEAR TAG, and LION TAG at non-resident prices. It will cost about $510 for all of it. I don't fill out that application or anything I just go buy it. It doesn't even show up on their computer until they authorize it from Boise. Make sure you are legit if before you try and get your lifetime cause a Game Warden will come to your house for an interview and investigate you to make sure you actually have the intent of living there. If I were you and you got nothing holding you back I would just move there permanently. Washington will always suck for hunting. Just get out if you can. Over there you may even draw a moose permit while your still young enough to hike in mountains. I'll be moving back as soon as I can afford to work here and live there.

I was thinking that is how it works, but opted not to do it since cat hunting in the northern units isn't even close to what it was twenty years ago before the permits. It's too bad that Idaho beats their cats so hard. Makes it hard in some places to justify raising a pup.

Here is some reference from the Idaho Administrative Code governing IDFG regulations.
02. Limitation on Hound Hunter Permits for Nonresidents. No more than seventy (70) nonresident
hound hunter permits will be issued to nonresident hunters who are not licensed outfitters pursuant to the authority
vested in the Outfitters and Guides Board, Sections 36-2101, et seq., Idaho Code. A licensed outfitter, who is a
nonresident, is exempt from the limitation. Nonresident licensed outfitters and guides who have obtained a hound
hunter permit under this exemption shall not use this for personal hunting. Sales of nonresident Hound Hunter
Permits to the following persons shall not be counted in the quota for nonresidents: (3-30-01)
a. Unqualified Residents. Persons who have moved into Idaho and by notarized affidavit show proof
of their intent to become bona fide Idaho residents but are not yet qualified to purchase a resident license. (7-1-93)
b. Middle Fork Zone. Persons who hound hunt solely in big game units within the Middle Fork elk
zone (Units 20A, 26, and 27) shall not be counted in the quota for nonresidents. (3-30-01)
c. Selway Zone. Persons who hound hunt solely within the Selway Zone (Units 16A, 17, 19, and 20)
shall not be counted in the quota for nonresidents. A total of forty (40) permits will be issued for Units 16A, 19, 20,
and all of Unit 17, excluding Hunt Area 17-1 which will have six (6) permits. Hunt Area 17-1 is defined as that
portion of Unit 17 south of the following boundary: Beginning at the junction of the Unit 17 boundary and Forest

upon the sale of any nonresident stamp(s), permit(s), and/or tag(s) shall not apply to those sold to a certificate holder.
