Cecil.. Think of it like this..

Someone might be allow at your house..(My website) But the Mayor doesn't allow him in your city..(The Server I rent space from)

So although He is allowed on this site.. He is not allowed on the Server that this site is on.. And I don't have any control over that decision.

So I didn't bann him.. The Guy I rent Webserver space banned him..
