shipping fur to Canada

I am having a problem finding a company willing to ship 5 frozen ringtailed cats from Arizona to Canada. I tried UPS and Fed Ex even had the shipping order all filled out at the UPS store when the manager came over and told me they can't ship anything with fur on it out of country.

So I called up Canada air and they told me I would have to have a TSA "Known Shipper" to transport cargo on any passenger airline.

Has anyone shipped fur out of the US to Canada? If so who did you use?
