This bill would prohibit a person from permitting a dog to pursue a bear or bobcat at any time. This bill would exempt from that prohibition the use of dogs by federal, state, or local law enforcement officers, or their agents or employees, when carrying out official duties as required by law.
By changing the definition of a crime, this bill would impose a state-mandated local program.

California has a requirement to manage animals...Why not file a law suit right now against your State DFG?
No sport hunting, no killing of any bear or cougar. Time to give them what they deserve....shut it all down!

What does that statement mean? The above is in S.B 1221.
So if this provision stays in S.B. 1221, and it will, What is the argument?
Does it mean DFG will have the authority to manage the Bear just like the cougar and will, I suspect so if it is the "law"...if this means they are going to kill them in the name of public safety, over population, management objectives or whatever they deem necessary by their own law?
You only accomplish transfering from the public, who by design should be the management tool for all states not just California to the Federal Government....
You want to ban killing animals, shove it up your Glorious exit....ban it all, starting with the State's ability to hire the Federal Government....
