It makes sense, if you see it for what it is. The ultimate purpose is to effectively shut down ALL hunting with dogs, through the addition of more and more regulatory hurdles. The bill, as originally written to regulate only bear and bobcat, was just the first step. This ammended bill (changed at the very end of the process, after it was passed by the committees in the senate and assembly) provides a way to eventually eliminate all mammal hunting with dogs (since the tag program applies to any dog that is used to chase mammals) by making it too expensive and too difficult to comply with all the regulations.
Eventually, I would expect this "tag program" to be applied to all hunting dogs, to include bird dogs. With a tag program already in place, F&G probably won't even need to have it go through the full legislative process...regardless, once in place it will be a lot easier to apply it across the board.
Bottom line...with the added cost and layer upon layer of regulations, people will eventually give up the sport. And, forget about anyone new getting into it. 30 years from now hunting with dogs in California will be a distant memory.
Here are a few questions, should this bill get signed by Gov. Brown...
- how much will a hound tag cost? Who will set the price?
- how many hound tags are you allowed? Is there a limit per hunter?
- Are the hound tags transferable to different hounds, or are they linked to a specific micro-chip, that is also required as part of this legislation?
- can F&G deny a hunter a hound tag? If so, for what reason? Could F&G decide not to issue hound tags for a certain species, or all together, effectively banning hunting with dogs without going through the legislative process?
Should we trust CA F&G with this much control? This is the same F&G that takes money from HSUS, has HSUS members advising them, and who just voted out one of the last pro-hunting Commissioners for legally hunting a mountain lion (with hounds) in another State.
I can't imagine anyone young able to get into hound hunting with these new regulations. It was hard enough before all this.

DON'T FORGET THAT ELECTIONS HAVE CONSEQUENCES. I don't want to pick on anybody, but you guys aren't getting the help that you need. I know Gary Robinson from carnivore occasionally gets kicked around on this site. And normally I don't always agree. But I have watched the show now for quite a while. And simply can't understand, that Gary being a houndsmen, sort of has a bully pulpit that apparently he refuses to use. But he's not the only one, gun manufacturers, clothing manufacturers, boot manufacturers, backpack manufacturers. The list has been beat to death. The funny thing is it should be relatively easy in this economic invironment to get even moderate Democrats that don't even hunt to be pissed off enough to vote these bums out. I mean even if they lean a little left from center it certainly doesn't take a rocket scientist to recognize the state is going bankrupt slowly but surely. And just look at what you're politicians feel their priorities are. With the right exposure don't anybody think that people would be appalled that they are paying these idiots salaries. I would bet money, a television advertisement in a couple of the major cities in California that named these ass holes by name,Including Mr. Brown. And spelled out the important things that need to be taken care of in the state. Then explained what their politicians priorities are while the store is falling down around them. Would certainly get 1000 times more attention than all the phone calls in the world. But what do I know?

I may be missreading something. From what I understand of the amendments, you would be able to get a hound tag to pursue bear or bobcat only under a deperdation permit and only use of three dogs.Oh , and only to pursue them within about a mile? I understand that you can't just apply, pay for, a hound permit to go hunting. I am just a little confused, I also don't want people to be missled that these amendments allow us to continue to hunt, but with more restrictions. Can anybody clarify? Thanks

Tell Gov. Browns office that if he supports California's hunters
and Veto's SB 1221 that you will support Prop 30 and vote YES,
If he doesn't then you will campaign hard against prop 30 to defeat it.
This seems to be a sore spot with them, every time
that i have called they get real upset if you try to tie the two together.
Brown is staking his whole Governorship on Prop 30 and they don't want to hear
any negative feedback, so tell them to VETO SB1221 OR NO PROP 30
it time to start plying their game!!!

When you talk to Govenor Browns staff to ask him to veto SB 1221 and tell them that we already have the department of Fish and Game (with a budget of $390,000,000.00 for 2013) to inforce our Fish & Game laws and regs. and a Fish and Game Commission to make these laws and regs. and we don't need our Law makers getting involved in game management for there own political advancment.

I agree. We need this to go full puplic. Can't be done alone, just not the numbers we need ,although many are doin great. I know of a couple small town radio stations trying to keep people up informed. We need tv, national radio, all hunting magezines, There really is much more help out there. I would like to criticize "Bear Hunter Magezine", through out this recent introduction to SB1221, they have had a few small paragraphs buried somewhere in the pages of some issues. Are you kidding!? Bear hunter magezine? This SB1221 ", FIGHT, should be blasted all over the cover of every issue. Not just a small mention. And keep this fight alive ,even if the Governor signs.
