Here is the article.

Opponents of Nevada’s controversial bear hunt are seeking new regulations banning the use of dogs to chase down bears, a practice they describe as cruel and unnecessary.

A petition seeking the change, submitted by a coalition of organized foes of the bear hunt and animal welfare groups, is scheduled to be considered by the Nevada Wildlife Commission when it meets in Reno on Dec. 7.

“It does not honor the ethics of fair chase,” Kathryn Bricker, executive director of NoBearHuntNV.org, said of the use of trained hounds during a bear hunt.

Bricker’s group filed the petition along with Nevada Political Action for Animals, the Bear League, the Nevada Humane Society, Humane Society for the United States and the American Society for the Prevention of Cruelty to Animals.

Next week’s discussion comes after California lawmakers earlier this year passed a law to ban the use of dogs to hunt bears and bobcats, a move Bricker characterized as one reflecting growing public sentiment across the country.

“The public feels this is one of the more egregious methods of hunting,” Bricker said. “Hunting with hounds is not necessary. It is simply to satisfy the desires of hunters who want to use them.”

Marcial Evertson, secretary of the Nevada Houndsmen Association, was not prepared to discuss the proposal in detail but said it will face opposition by members of his organization.

“All of us are definitely opposed to it,” Evertson said. “It’s just one more thing being taken away from hunters.”

The Nevada Wildlife Commission approved the state’s inaugural black bear hunting season in 2011.

Of 14 bears killed by hunters that year, 12 of the successful hunts involved the use of dogs, according to the Nevada Department of Wildlife. Thus far during the 2012 bear season, hunters have used dogs to bag five of the eight bears killed.

Next week’s discussion will focus on the technical merits of the petition, said Jack Robb, the Reno sportsman who chairs the Nevada Wildlife Commission. More detailed discussions would follow if the petition is accepted, Robb said.

“This is more about the petition than the issue of hounding,” Robb said.

The commission’s newest member, Karen Summers Layne, said she favors the petition. Layne, president of the Las Vegas Valley Humane Society, was appointed to the panel by Republican Gov. Brian Sandoval in October. Layne is already on record as opposing the bear hunt in general.

“I don’t think it’s going to be news to anyone that I would support this petition,” Layne said. “I have an issue with black bear hunting, period, but certainly with regard to the use of dogs.”

Like other critics, Layne said she considers the practice inhumane.

“Nobody has explained to me how this is a sport,” Layne said. “You’re using the dogs to tree a bear and then you’re shooting the bear out of a tree. That’s a sport? I don’t get it.”

I personally am really disappointed in brian sandoval and ken mayers actions over the last year. I know myself and several other sportsmen who are prepared to fight this if it comes to the table. We just got bear hunting and they're trying to take it. Ken Mayer has really screwed up our mule deer programs and wont do whats right for our wildlife, hes only concerned with fedral money for sage grouse habitat period. He rufuses to try proven scientific predator control to increase ALL populations concerned and focuses on fed $. Im sure that mayer and sandoval support this and it discgusts me.

Two quick things: NoBearHuntNV's phone number is (775)291-7332, so why don't you give them a call. Second NoBearHuntNV was or still is being investigated by the FBI regarding their complicity with AIM, the American Indian Movement, and all biases and historical wrongs put aside, a domestic terrorist group. One more, if they get this ban then they will go after the lion hunt in Nevada. If they get that you can kiss the mule deer goodbye. And I know that hardcore deer hunters consider Nevada muleys a blue ribbon hunt and hopefully they will stand beside us in this fight. -Pete

Here is some more useful information, some of it disturbing. Here is a quote from newly appointed Nevada Wildlife Commission member Karen Layne: " I don't think it's going to be news to anyone that I would support this petition, I have an issue with black bear hunting period, but certainly with regard to the use of dogs." or "Nobody has explained to me how this is a sport. You're using the dogs to tree a bear and then you're shooting the bear out of a tree. That's a sport? I don't get it." Well duh. It's pretty obvious she doesn't get it. Commissioner Layne's phone number is (702)354-8911 and her email is klayne@cox.net.

The following is the news story, please note there is a comments section, please post good, intelligent spell checked comments...

http://www.rgj.com/article/20121128/NEW ... sing-bears

That being said I find it really sad that those Nevada Indians came over here to tell me what to do on my ancestral land by supporting SB1221, so game on as far as I'm concerned.
I find it quite ignorant and disgusting of both them and AIM (of whom I have been a supporter over the years) to support anti-dog hunting issues when many tribes have always and still do hunt with dogs. Sometimes I think the people have forgotten where they came from...pretty damn sad.
I hope more native hunters will show up to show their opposition to this bill because NoBearHuntNV and the HSUS will be there with their pet Indians - you can bet on it!

I just don't see how these Indians can't see how the white man is just using them again for this crap, it's beyond me and seems to me to be nothing more than a further form of assimilation (Really? Indian animal rights activists? Are you freaking kidding me?).

I GOT THIS FROM( NRA-ILA )EMAIL
Nevada Department of Wildlife to Consider Ban on Hunting Bear with Dogs

...In a move to more closely mirror California's anti-hunting environment, the Nevada Department of Wildlife will be hearing a petition to ban the use of hounds by hunters when bear hunting. This proposal will be considered by the Nevada Board of Wildlife Commissioners (NVBWC) at its meeting in Reno this Saturday, December 8. Their agenda and guidelines for public comment can be viewed here (petition details are under 17 and guidelines are under 22).

Hunting with dogs is a tradition that continues across the country. Many dog breeds with select characteristics for hunting can be traced back for thousands of years. Seventeen states allow bear hunting with dogs. The use of hounds for hunting has never been shown to have an adverse impact on wildlife numbers. Biologists and other wildlife experts determine regulations and bag limits, just as they do with other hunting seasons.

The list of advocates for this petition reads like a who's who of “animal rights”/anti-hunting extremists, including the Humane Society of the United States, No Bear Hunt NV, Nevada Political Action for Animals, The Bear League and the American Society to Prevent Cruelty to Animals based in northern California. Emboldened by the total ban on the use of hounds for hunting in California earlier this year, it has been a long-held mission for these groups to ban the hunting of bear altogether and this is the first step toward that end. Additionally, as we previously reported, Governor Brian Sandoval recently appointed anti-hunting activist, Karen Layne, to the NVBWC.

The NVBWC is responsible for establishing broad policy, setting annual and permanent regulations, reviewing budgets and receiving input on wildlife and boating matters from entities such as the seventeen county advisory boards to manage wildlife.

Please attend this commission meeting on Saturday and respectfully express your opposition to this petition. This meeting will be held at 8:00 a.m. this Saturday at 1100 Valley Road in Reno. Public comment will be allowed on each action item and is limited to three minutes. Also, please contact commission members in opposition to this petition. The commission members’ contact information is provided below.
