Fairfax, VA. Prohibition against tethering a dog more than 1 hour per 24 hours

I'm not a big fan of chaining dogs. There's a lot of issues come about because of it. From lack of feed water socialization aggression collar sores etc. But taking the legal ability from owners to confine a dog inexpensively doesn't really solve the problem either. Its a reversal of a leash law. Some dogs need time on the leash others obey fine off. So I'm guessing they will see a surge in loose dogs and whatever comes with it.
It seems they passed animal cruelty laws decided its to much work to actually check on the animals welfare so decide they will outlaw tethering which is pretty vague and all problems will magically resolve with no more effort from them.
