water race mishap?

i would like some opinions on this situation and what should be done. there was a water race somewhere in alabama. a dog during the swim hoped on another dog and was trying to bay him around the water. do you think this dog might also be like that on a tree? the owner knew that the dog liked to face bark and still competed the dog. when the dog was retrieved the owner spanked on butt and said you know your not supposed to bark at other dogs and walked away. this person is supposed to be a seasoned hunter. does anyone think this is o.k. and what do you think should happen to the dog and or the owner. would the dog get scratched from u.k.c. nite hunts for being aggressive? should the owner be repremanded or talked to, or just no big deal. do you think people should stand up and say they will not hunt or swim in any cast with this dog?
