Just because the dogs are siblings may or may not mean the problem is from a genetic or congenital origin......... Perhaps they have been exposed to the same causative factor?

Is the lump free floating and attached to the underside of the skin, easily moved about with the skin, or is it more firmly attached to deeper tissue, and does not move about with the skin?

Lumps and bumps have many causes, some stemming from foriegn bodies and bacteria, with other causes stemming from organic pathology such as cancer or benign tumors, blood disorders, viruses, and other causes that may be linked to other organ systems.

If it were my dog, I`d be off the vet for a diagnosis.......armed with an accurate history and details of the onset and progression of the lump, as well as details on the dog`s general health.
