Any Word On the Pilot Program or Bird Nesting?

I was just woundering any new news on either of these two. Also what does the pilot program offer or what would it offer. Also is there any timeline for a final answer on either of these.

And Would this pilot program include bear? Casue i have came across more bear sign and jumped more bear than ever these last two years deer and elk hunting also i know there is a bear problem when my wife says to me "i am tired of seeing bear, where are all the elk and deer." I agree there is a cougar problem but i feel the bear problem is just as bad as the cougar.
